PUBLIC HEARING REGARDING PROPOSED 2026 TOWN OF PALMYRA BUDGET. Notice is hereby given that on Thursday, November 13, 2025 at 6:00 P.M. at the Palmyra Eagle High School Community Center,123 Burr Oak, Palmyra, WI, 53156, that a PUBLIC HEARING on the 2026 PROPOSED BUDGET for the Town of Palmyra in Jefferson County, will be held. The proposed budget is available for inspection at the three official posting sites; on the Town of Palmyra website https://townofpalmyrawisconsin.com/;  (News and Notices Section) or by contacting the town clerk at 262-495-2049 or by email at [email protected].     SPECIAL TOWN ELECTOR MEETING Notice is hereby given of a special town meeting of electors of the Town of Palmyra on Thursday, November 13, 2025.  This special town meeting will immediately follow the completion of the Public Hearing on the proposed 2026 budget which begins at 6:00 p.m. at the Palmyra Eagle High School Community Center, 123 Burr Oak Street Palmyra, Wi 53156.  This special town meeting of electors is called pursuant to Sec. 60.12(1)(c) of Wisconsin Statutes by the Town Board for the following purposes:   1)      To consider adoption of a Resolution by the electors at the town meeting endorsing a town board resolution, 2025-005, which proposes that the town levy exceed the state allowable levy limit under Wis. Stat 66.0602, specifically a proposed tax levy which would exceed the allowable town tax levy of 2025 (to be collected in 2026) before adjustments, by 17.2690%, for a dollar increase of $89,500.00, for a total tax levy (after adjustments) of $804,334.   2)     To approve the 2025 total town levy (to be collected in 2026) pursuant to Wisconsin Statute 60.10(1)(a) by adopting Resolution 2025-006, Town of Palmyra Electors, to adopt the total town tax levy.  SPECIAL TOWN BOARD MEETING to convene immediately after the Town Elector Meeting. 1.       Possible approval of  the 2026 total town budget and set additional meeting date(s) if needed.    Adjournment.   Please be advised that agenda items may be taken in an order other than which appears here, and that the Town Board may choose to take action on any item listed on this agenda except topics brought up under department reports, committee reports and public input.        

Town Board adopts Resolution Proposing to Exceed Levy Limit Via Special Town Elector Meeting

On 10/22/25, the Town Board adopted a Resolution Proposing to Exceed the Levy Limit via a special Town Elector meeting to be held on November 13, 2025.  Request is to increase the allowable levy by $89,500.

Further information regarding the Town budget, Public Hearing, and Town meetings will be posted on the website within a couple of days.

RESOLUTION OF PALMYRA TOWN BOARD PROPOSING TO EXCEED LEVY LIMIT

VIA SPECIAL TOWN ELECTOR MEETING

Town of Palmyra, Jefferson County

Resolution No. 2025-004

Whereas, the State of Wisconsin has imposed levy limits on town, village, city, and county levies for 2025 and thereafter under Wis. Stat. § 66.0602;

Whereas, Wis. Stat. § 66.0602 limits the allowable local levy for 2025 to a percentage increase of no more than the greater of (a) zero percent of the 2024 payable 2025 adjusted actual levy as calculated under the state’s levy limit law or (b) a percentage equal to the percent change in equalized value due to net new construction less improvements removed, which for the Town of Palmyra is 2.119%;

 Whereas, the town board of the Town of Palmyra, Jefferson County, believes that for the 2025 tax levy (to be collected in 2026) it is in the town’s best interest to exceed the state levy limit as described above by a greater percentage than 2.119%;

 Whereas, the Town of Palmyra’s 2024 payable 2025 adjusted actual tax levy was $ 508,088, and further whereas the state law would limit this year’s increase to $ 10,766, for a total allowable town tax levy before adjustments for 2025 (to be collected in 2026) of $ 518,274;

 THEREFORE, the town board of the Town of Palmyra, Jefferson County does hereby resolve and order as follows:

  1. The town board supports an increase in the town tax levy for 2025 that will exceed the amount allowed by the state levy limit.

 

  1. The town board directs that the question of increasing the allowable town tax levy for 2025 (to be collected in 2026) by 17.2690%, which would increase the town levy by $ 89,500, for a total town tax levy (after adjustments) of $ 804,334, shall be placed on the agenda for the special town elector meeting to be held on November 13, 2025.  

 

Resolution introduced by Chairman Sauter.  Seconded by Supervisor Gajewski.  AYES:  Gajewski, Martens, Sauter.  NOES:  None.
