Planting or Placing Items in Road Right of Way: TOWN OF PALMYRA, WISCONSIN Subject: Planting and/or placing items in Road Rights-of-Way The Town of Palmyra would like to remind all residents about the regulations regarding placement of fences, yard items, bushes, flowers, or any planting within the public road right-of-way. What is the Road Right-of-Way? The road right-of-way is a strip of land, typically extending beyond the paved roadway, that is owned or controlled by the Town for public highway purposes.  This right of way normally measures 33’ from the center line of each side of a Town road.  Why is placement of Items in the Right-of-Way Prohibited or Restricted? Placing fences, decorative items,  or Planting trees, shrubs, or other vegetation in the road right-of-way can create several issues: Obstruction of Visibility: Overgrown vegetation can block sightlines for drivers, pedestrians, and cyclists, creating safety hazards and potentially leading to accidents. Interference with Maintenance: Plants can impede necessary maintenance activities like road clearing, repairs, and infrastructure work. Damage to Infrastructure: Root systems can damage sidewalks, roadways, and underground utilities. The Town is responsible for mowing of the right of ways, and contracts for those mowing services.  Items placed in the road right of ways can be mowed and/or destroyed during that process.
