PUBLIC HEARING REGARDING PROPOSED 2025 TOWN OF PALMYRA BUDGET. Notice is hereby given that on Thursday, November 14, 2024 at 6:00 P.M. at the Palmyra Eagle High School Community Center,123 Burr Oak, Palmyra, WI, 53156, that a PUBLIC HEARING on the 2025 PROPOSED BUDGET for the Town of Palmyra in Jefferson County, will be held. The proposed budget is available for inspection at the three official posting sites; on the Town of Palmyra website https://townofpalmyrawisconsin.com/;  (News and Notices Section) or by contacting the town clerk at 262-495-2049 or by email at [email protected].     SPECIAL TOWN ELECTOR MEETING Notice is hereby given of a special town meeting of electors of the Town of Palmyra on Thursday, November 14, 2024.  This special town meeting will immediately follow the completion of the Public Hearing on the proposed 2025 budget which begins at 6:00 p.m. at the Palmyra Eagle High School Community Center, 123 Burr Oak Street Palmyra, Wi 53156.  This special town meeting of electors is called pursuant to Sec. 60.12(1)(c) of Wisconsin Statutes by the Town Board for the following purposes:   1)      To consider adoption of a Resolution by the electors at the town meeting endorsing a town board resolution, 2024-004, which proposes that the town levy exceed the state allowable levy limit under Wis. Stat 66.0602, specifically a proposed tax levy which would exceed the allowable town tax levy for 2024 (to be collected in 2025) before adjustments, by 2.70524%, for a dollar increase of $145,269, for a total tax levy (after adjustments) of $673,057.   2)     To approve the 2024 total town levy (to be collected in 2025) pursuant to Wisconsin Statute 60.10(1)(a) by adopting Resolution 2024-005, Town of Palmyra Electors, to adopt the total town tax levy.  SPECIAL TOWN BOARD MEETING to convene immediately after the Town Elector Meeting. 1.       Possible approval of  the 2025 total town budget and set additional meeting date(s) if needed.    Adjournment.   Please be advised that agenda items may be taken in an order other than which appears here, and that the Town Board may choose to take action on any item listed on this agenda except topics brought up under department reports, committee reports and public input.

PALMYRA TOWN BOARD NEWS

 

The Town of Palmyra has had a busy year with  Public Works projects.  The  heavy snow in late January and early February, followed by  the wet weather we experienced this Spring,  caused numerous unexpected tree issues.  The weaker, water-laden trees began to break and fall, at times falling over the roadway.  Numerous unanticipated tree removals and additional tree trimming was required to open roads to traffic and to maintain accessibility by service vehicles to the Town.  The Town had budgeted $24,148.71 for tree maintenance for the year, but by the end of August  had accumulated $165,000 in tree service expenses.  The deteriorating condition of the town roads has also taken a toll on the Town’s budget.  A little over $9,100 was budgeted for  pothole filling for the year, but bare minimum maintenance that has been done caught up with the Town, and almost $45,000 was spent this spring to repair the road damage.    The heavy rains experienced this year also caused the roadside grass to grow at rapid speeds.    As a result, roadside mowing was required a month earlier than normal, and that intersections were mowed in late August to maintain sight triangles. These additional mowing costs are expected by year’s end to exceed what was budgeted .

After the 2024 budget was approved, the Town was made aware the County was going to repave County Highway H this summer. Subsequently, the Town approved splitting the cost to repave Blue Spring Lake Drive with the Village, and to have the County complete the work with their paving project.

With the unexpected expenditures on trees and roadsides the unanticipated paving work, and the overdue road maintenance that is still needed, the Town Board adopted a resolution authorizing borrowing of up to $600,000.  A loan was obtained through First Citizens State Bank of Palmyra to assist with the costs.  Bids were requested  for additional desperately-needed road repairs.   Bids were opened on August 29, and the Town Board awarded a contract to Fahrner Construction to complete 2024 road maintenance, with some work to be completed in early  2025. 

 

Town budget workshops are underway.    Increased costs will need to be reviewed through budget discussions.  Town members are welcomed and encouraged  to reach out directly  to the Board members and to attend Board meetings.
